- Will enhance correctional facility behaviorial control by creating a new "carrot" for the soon-to-be-released inmate.

- Will create an image of tolerance and willingness to work with inmates before and after release.

- Will let the world know that a true effort is being made toward "full-rehabilitation" by channeling jail and prison resources into "societal re-integration."

- Will result in the development of a security force whose job is to see that no one will ever have to return to incarceration.

- Will make the primary interest of all concerned that of helping the former and soon-to-be-former inmate to reestablish her/him-self as productive citizens able to accept their responsibilities and live cooperatively in this, our world of many others.
